A lucario, eh? In that case, I'll start off with a Pokemon I've not used in a while, Oashi the female Tropius with Chlorophyll ability. She has a custom sprite, just lemme dig it out xD
Let's keep it simple to start with, see how things play out.
Dragon Dance ~ Earthquake ~ Leech Seed
If it protects/detects at any point, sub in another Dragon Dance. If it puts up a substitute or taunts, spam EQ.
Use Magnet Rise to get off the ground, then Let's smack him with an Ice Punch, then burn through that incoming Leech Seed with a Blaze Kick.

Good day, ladies and gents, and welcome to, er, this lovely place. We find ourselves perched on a platform in the middle of smoke kind of smoking hell chamber as Gym Leader Mew Master prepares for a rough-and-tumble match against challenger Cynder. As we fight heat stroke from our volcanic surroundings, the two trainers release: Mew calls upon the help of a spiked jackal while Cynder, on the other hand, summons a plant-winged dinosaur. (And here I thought Mew was going to fall back on his Spiritomb's trusty Curse + Pain Split strategy...)
Well, that's enough blathering. Let the battle begin!
Susanoo begins by upping his evasive capabilities. He snaps his fingers and begins to hum with a mysterious electromagnetic charge. He then rises a few inches off the battlefield, protecting her from Ground-based moves. Oashi, however, is too busy to notice on account of how she's busy boogeying like it's her job. Looks like we have a Dancing Queen on our hands.

Still hovering, Susanoo leans forward and begins gliding over to Oashi. His fist bristles with an icy glow as he clobbers the Grassasaurus with a mighty Ice Punch. Kapow! Super-duper effective! Oashi bellows in rage and dive-tackles the ground, causing everything to quake about... everything but, y'know, Susanoo. He folds his arms and smirks.

Oashi: <-16 HP; -8 EP>
The round comes to an end as Oashi spits out a tiny seed that whistles through the air toward Susanoo. The Lucario's foot crackles with red-gold flames as he takes a swipe at the Leech Seed. It's burnt to a crisp.

Okay Susanoo, use Copy Cat, then smack him with an Extreme Speed followed with a Stone Edge. If he uses Double Team, then Foresight.

Since the copycat will be thwarted by your typing we can fire off another leech seed, then irk him as I'd gets close with swagger. Finish up by making a substitute, large enough to take the attack and remain standing with a small amount of HP.
(And here I thought Mew was going to fall back on his Spiritomb's trusty Curse + Pain Split strategy...)

Shenanigans continue as Oashi tries that whole Leech Seed thang again. This time, it works beautifully: the speed she horks at Susanoo strikes him right in the chest and immediately takes root. Eek. Susanoo tries to imitate this tactic, but the Leech Seed he spits at Oashi merely bounces off.
Wait, what's that noise? Oh, right, it's the sound of the dragons chortling their asses off at the Gym Leader's blunder. Gotcha.

In a spurt of ExtremeSpeed, Susanoo sprints toward Oashi and clobbers the Tropius in the face with a random physical swipe. Though hit, she nonetheless puffs out her chest and trounces around the joint like she owns this place. Susanoo is plunged into a world of rage and Confusion.

Alright, this is an advantageous situation! Let's begin with a Synthesis, then let's see what Hidden Power has to offer. If it's super effective (and not Ground typed!) then repeat, if not go for a Leaf Blade.
If it bides, use Dragon Dance, relax, Dragon Dance instead.
I would just like to comment that the next round of this battle will not be reffed until Denny approves his Groudon at the Approval Tower.
I would like to mention two things:
1) Leech Seed in the Anime was able to atatch to Grass Pokemon.
2) If you won't ref, then we'll just find someone else. >:3

1) Yar, but that's just random anime physics for you. If you start allowing Leech Seed to work on Grass-types then you have to permit Electric-type moves to work on Ground-types, Normal-type moves to work on Ghost-types, and so on. You have to draw the line somewhere.
2) I have no problem reffing this battle. I really want to, in fact, and I completely intend to once you get Groudon approved.

1) Not so because I can argue that a different Pokemon's Leech Seed affecting another Plant Type based upon an invasive species coming in and killing the local population in regards to plants. And a good example of this are pine trees who's needles actually increase the acidity of the soil so that other trees cannot germinate. However I can't argue that a Ground Type be affected by Electricity because it's grounded, and that's Physics.
2) Nah... I have a Con to prepare art for...

I will, once I see what I need to see in the Approval Tower.
The same argument could be made for poison-types being affected by other pokemons Toxic. Given that there are so many different types of poisons, no pokemon (poison-typing or not) should technically be immune to it, but we're going on a consistent logic that states that poison-typed pokemon are immune to being poisoned.

After a brief intermission, the third round of our little shindig gets underway as Oashi closes her eyes and turns her gaze to the rim of the volcano. She begins sucking back sunlight like it's Hi-C and slowly increases her health. Susanoo, meanwhile, strikes a meditative pose and Calm Minds her Confusion away. Just like that. What a champ.

Oashi: <+15 HP; -13 EP; Sub: 20 HP>
With a perilous zap, Oashi flaps her wings and looses a downpour of silver energy upon Susanoo. The attack does very little damage and leaves Susanoo open to smack the Tropius's Substitute with a frigid punching move. And it hits! And it hurts!

Oashi: <-6 EP; Sub: 4 HP>
Oashi decides to change up her tactic, slicing into Susanoo with a powerful Leaf Blade... well, it would be powerful, were it not for Susanoo's resistance to Grass. With that factored in, it's nothing to write home about. Susanoo then finishes off Oashi's Substitute with another frigid Ice Punch. RIP, fake Tropius thing. Make angels lead you in. And so on.

Oashi: <-7 EP; Sub: Broken!>
The Leech Seed takes health from Susanoo <-3 HP> and offers it up to Oashi <+3 HP>. Susanoo also comes down to earth. No more Magnet Rising for you.

Alright, get in his face with an Extreme Speed, then stay close with an Ice Punch followed up with a Blaze Kick. If he tries another Earthquake, Counter it, and if there's a silly thing like Double Team, use Aura Sphere.

Since it's too late for him to switch up his commands, Susanoo has no choice but to eat the powerful move.

She lets out an enraged roar and still manages to land the kick despite all the wind, but without the fire it's but a pale imitation of its real potential... not to mention the wind slows its momentum. Balls.

Um... we've never really dealth with Priority, especially when Subs are being used. So by you using EarthQuake I should have used Counter instead of ExtremeSpeed. Because if priority really matters, then Subs are useless to have.

ExtremeSpeed causes the user to go first, Counter requires that the user go second and Susanoo can't know what move Oashi is about to use until she starts trying to execute it. With these three things taken into account, there really isn't any other way this can go. It doesn't mean subs are useless; it means Cynder found a way around your particular sub that only works in select circumstances. (Check out various reffings by Rossy if you want to see precedent for this kind of sub interpretation.)
Heh, taking advantage of/finding a way around subs is fun. xD
Mimic that Blaze Kick and then hit it with an Air Slash, and finish up with another Blaze Kick. If it tries to mess with Mimic by using Extremespeed switch to Earthquake and change that last move to Roost.
