If I leave a Pokemon for tutoring, would I still be able to use it during the battle, albeit without the move until it finished learning it/battle finishes?
Nope. While being tutored, a pokemon cannot be used in any battles or the Safari Zone until the tutoring ends.

Ok, considering apparently NO pokemon in gen V is able to learn Twister (except snivy due to breeding T_T), I vote for Twister being in this shop, considering it can be really useful if used right.
I don't exactly know what the criteria for Twister would be, but perhaps I'll get back to you on that
Will keep that in mind -- meanwhile, I've made one minor alteration to the list that should've been made awhile ago.

I second Twister being teachable. It's somewhat tricky to peg, but I think these are all solid criteria for learning the move:
1. being a Dragon-type and/or Dragon Egg Group Pokemon that is capable of 'swimming' (Onix can learn the move since it 'swims' underground, but Ekans cannot since it just slithers.)
2. being a Flying Pokemon capable of/reliant on actual flight (Pidgey can learn the move, but Doduo cannot.)
3. being a sufficiently dragonian or otherwise 'monstrous' Water/Flying Pokemon Pokemon that fulfills at least one other criterium (Horsea's line = criterium #1, Pelipper = criterium #2, Staryu's line = criterium #3)
4. having your name picked out of a hat once or twice a Generation (Seriously, I have no idea how or why Shiftry and Venomoth can learn the move.)
All these criteria have been set after consulting Bulbapedia's page about the move. The way it's been translated is partially why the move has so many weird assignments.

well, I assume that those able to use twister are those that are capable of creating wind;
whether it be by flapping or waving fans/wings or by spinning around in circles (seriously. Hitmontop can learn twister).
Well, let's not worry about the outliers too much and consider the more heavier winged creatures (so Pidgeotto, but not Dustox).

I've been plotting this for a while now. Did not want to use up all of Ha-oh Maru's slots, but I think I need to follow the curve here and give it both Quiver Dance and Blaze Kick for exceptional coverage.
My Pidgeot's in the SZ..as is Kanga...damnit... so that leaves me with giving Marauder (Staraptor) Aeroblast as well.

So since Typhlosion can learn Sacred Fire, could I leave my Cyndaquil here to learn it or he has to evolve first?
no. by evolutions, they mean only higher evolutions, not pre-evolutions
