I vote for Barrage since only Exeggcute and Exeggutor can learn it (and even then, they learn it right off the bat). It could be an interesting move for the Chansey line, some Rock- and Ground-types, and maybe some Grass-types.

Well, seeing as kinesis only lowers accuracy 1 stage, like Flash, with only a 5PP and 10% accuracy(80%) increase itself, I vote for Extrasensory, a psychic move with 80Power, 100% acc, 10% chance of flinch, and only the following learn it as of now:

Spoink line(egg move)
Whismur line(egg move)
Stantler(egg move)
