I think I get what Ash is saying. Generally, our combos are pretty linear in the sense that A + B = AB. If you use Thunderbolt + Flamethrower, you get an attack made of electricity and fire. If you use Quick Attack + Body Slam, you get a speedy physical attack.
Ash is suggesting unique combos more along the lines of A + B = C. Egg Bomb + Substitute could create a protector that would take hits and do explosive damage if destroyed. Howl + Spacial Rend (no Pokemon gets those two moves; I'm just riffing) could create some kind of Skyrim-style wolf Familiar that would deal damage to your opponent for a limited period of time and maybe block the occasional shot.
With the way our ASB currently works, no ref is ever going to allow a Howl + Spacial Rend combo to work as I've suggested. However, by creating a list of pre-approved A + B = C combos, we'd have a set amount of unique (but not overpowered) combos that people could whip out and refs would already know more or less how to handle them. It ultimately creates room for a bit more creativity, I guess.
Not saying I'm necessarily endorsing the idea, but I think that's something along the lines of what Ash is suggesting.
