So if I were to sign up with Empoleon and Gyarados, Water would be locked out, but Steel and Flying would be okay to use.

During this tournament, your pokemon can use every type of attack except for that of their own typing (non-damaging moves excluded). Let's go back to my Empoleon/Gyarados example. That means Empoleon couldn't use Surf, Hydro Pump, or Steel Wing, but Aqua Ring is okay.
