Can I get some clarification on the Breeding process?

1) Are Move Tutor moves only passed down from a male parent, or will they be passed down by either gender?

2) Are Move Tutor moves passed down to any compatible breeding partner, regardless of if they were or were not originally able to learn it through the tutors requirements?

2- Good Q. No. If the move in question (let's take Hammer Arm) was learned by Rhyperior, and then you wanted it on a new thing like..Spheal, No, it would not be passed down since Spheal nor any of its evolutions was not in the original constraints of the Move Tutor list.

Male parents pass on any move tutored moves they've acquired as long as the offspring is compatible with the move.

Yep, just checked. Your female tutored pokemon came out as the same species but tutored, whilst the male tutored pokemon resulted in the female they were bred with being tutored.

In any case, is there a list of the requirements for all the move tutors past (and obviously there is for present so ignore that), so we can check to see what is and isn't compatible. As you say, can't put Hammer Arm on a Spheal (though weirder things have happened)

The males are supposed to pass down moves while the females pass down species. If it happened any other way, then that was an oversight by me most likely. Sorry, Os.
